Can Muslims say Salam (Peace) to Non-Muslims?

20:47 So go to him and say, "Indeed, we both are Messengers of your Lord, so send the Children of Israel with us, and do not torment them. Verily, we came to you with a Sign from your Lord. And peace upon (one) who follows the Guidance.

28:55 And when they hear vain talk, they turn away from it and say, "For us are our deeds and for you are your deeds. Peace be on you; we do not seek the ignorant."

25:63 And the slaves of the Most Gracious are those who walk on the earth in humbleness, and when the ignorant ones address them, they say, "Peace."

43:88 And his saying, "O my Lord, indeed, these are a people (who do) not believe." 43:89 So turn away from them and say, "Peace." But soon they will know.

4:86 And when you are greeted with a greeting, greet with one better than it or return it. Indeed, Allah is of every thing an Accountant.
